This session of the Security Council about South Sudan is important. South Sudan can simply not be on the back burner. The situation there is too serious, too worrisome. It is true with respect to violence, which has been what it is for quite long now. But in addition to that, there is now a humanitarian catastrophe with a terrible famine, which is to a large extend a man-made famine.

For these reasons we need to stay committed with the Security Council to the situation in South Sudan. That is why this session of the Security Council is both timely and important. And that is why we fully support, 200%, Secretary-General Antonio Guterres’ personal commitment to this country.
This is our state of mind, in a nutshell, hwhile coming here at the Security Council.

Q : On MONUSCO, how are the negotiations going ?

We are working hard, in a very good spirit, to find a good outcome and a good text on MONUSCO.

Q : Inaudible (question on renewal of MONUSCO mandate)

As I told you the other day, I think there is a way for us and our colleagues at the Security Council to reform in order to make MONUSCO more efficient with respect to its key objectives, which are 1/ the protection of civilians ; and 2/ preparing for the electoral cycle, which is the backbone of 31 December agreement. The implementation of this agreement is our guide, our compass for the months to come. And in this respect, the appointment of a new Prime Minister is in our views the priority.

Q : Un mot en français sur le Soudan du Sud ?

Nous sommes alarmés par la situation au Soudan du Sud, à la fois parce que le niveau de violence qui dure depuis bien longtemps y reste beaucoup trop élevé, mais aussi parce qu’à ce fléau s’est ajouté un autre fléau dévastateur, celui d’une tragédie humanitaire, fondée notamment sur une famine qui elle-même est largement le résultat de la folie des hommes.

Pour cette raison nous considérons que la situation au Soudan du Sud ne peut pas être laissée de côté ou négligée par le Conseil de sécurité. C’est pourquoi cette session d’aujourd’hui me parait particulièrement appropriée et importante. Et la position que je prendrai au nom de la France rappellera cette priorité. Dans ce cadre, nous soutenons à 200% l’engagement personnel du Secrétaire général des Nations unies, Antonio Guterres, qui par ses déplacements, par ses actions et efforts inlassables, a montré combien il était personnellement engagé pour essayer de trouver une solution au Soudan du Sud et, ce faisant, à conduire l’ensemble du système des Nations unies en appui à une telle solution, à travers deux objectifs complémentaires : une solution politique à la crise que l’on connait et une réponse appropriée à l’urgence humanitaire absolue qui existe dans ce pays, puisque la situation de famine au Soudan du Sud est aujourd’hui très critique
