This agreement is a good example of preventive diplomacy

I am going to the presentation by Hervé Ladsous, Maman Sidikou and the chairman of CENCO on DRC. As you know we had I believe a historic agreement on the 31st of December in DRC. An agreement which is a very good example and illustration of the preventive diplomacy that the new Secretary-General wants to promote - and that is I believe a widely shared priority, to promote preventive diplomacy.

So all the efforts that the Security Council wants to do, and you know that France is the pen-holder on this, is to make sure that the agreement is swiftly and completely implemented. We are not there yet. But still there is a very positive dynamic, positive momentum. And I believe it’s the responsibility of the Security Council to promote the agreement, with respect to the appointment of the new Prime Minister, with respect to the definition of a new electoral calendar, and regarding the respect of human rights – so these are all the “chantiers”, the topics that we are working on to make sure that this historic agreement is fully and swiftly implemented and becomes not only the key to the peace and stability in DRC but also an example of preventive diplomacy for Africa in particular.

Vous pensez qu’il est possible d’éviter la violence?

Nous espérons en effet que grâce à cet accord du 31 décembre et sur la base d’une forte impulsion du Conseil de sécurité pour qu’il soit pleinement et rapidement mis en œuvre, nous pouvons non seulement éviter les violences mais aussi créer une vraie dynamique au service de la paix et de la stabilité de ce pays qui est un grand pays ami de la France.

Mais il y a quand même des possibilités d’avoir de la violence ?

Il faut toujours être extrêmement vigilant naturellement. C’est pourquoi le soutien du Conseil de sécurité est crucial. C’est ce que soulignerai lors des consultations du Conseil.
