The reform of the United Nations has been on the agenda for many years. It is broadly welcomed but difficult to put into practice.
The most visible aspect of reform relates to the Security Council
which France believes should be expanded to include new permanent members in order to adapt to the realities of the 21st century. It also concerns the General Assembly
where working methods could be improved; operational activities of the United Nations in the area of development with a reflection on system-wide coherence
; as well as human resource
management within the UN. Reflection has also begun on how to more effectively respond to the challenges presented by the increasing number and complexity of the peacekeeping operations
