Revitalization of the General Assembly

1. Overview Retour à la table des matières

- Established by the Charter of the United Nations in 1945, the General Assembly is one of the six principle organs of the United Nations. It brings together the 192 Member States of the United Nations, each with one vote, and provides a universal forum for multilateral discussions.(See also our file on the General Assembly)

- The debate on the revitalization of the work of the General Assembly was reopened at the 58th session of the General Assembly (2003-2004) and leads to the adoption of a resolution each year. The main stakeholders in the debate are the European Union, the Non-Aligned Movement, the United States, China, Russia.

The debate focuses on :
- The role and authority of the General Assembly;

- The strengthening the interinstitutional dialogue;

- The modernization and rationalization of the working methods of the General Assembly;

- The selection and appointment of the Secretary General and other top positions

- The institutional memory of the Office of the President of the General Assembly.

France along with the European Union emphasizes its commitment to an effective and strong multilateralism, the cornerstone of which is the United Nations system. It supports efforts to strengthen the role of the General Assembly in accordance with the UN Charter and relevant resolutions. For France, the revitalization means a General Assembly that would be more streamlined, accountable and effective in dealing with issues on the agenda, and which would focus on topics of interest to all Member States of United Nations and the international community.
