Statement by the French Ministry of Foreign Affairs’ spokesperson

France welcomes the adoption, on its initiative, of UNSCR 2076. In this unanimously adopted text, the Security Council strongly condemns the human rights violations committed by the M23 rebel movement and calls for respect for the integrity of the Congolese territory. It also calls on the M23 to withdraw from the city of Goma and demands that the rebels immediately surrender their weapons.

The Security Council also announced the adoption of sanctions against the main leaders of the M23. It demands that any outside support to the M23 cease immediately.

France welcomes the fact that the Security Council intends to re-examine the mandate and capabilities of MONUSCO as swiftly as possible in order to enable it to fulfill its mission to protect civilians, based on the recommendations to be made by the Secretary-General in the next few days. We also share the Security Council’s desire to request the appointment of a special envoy of the Secretary-General for the Great Lakes region in order to help find a political solution to the crisis in eastern DRC.
