Syria - Russian draft United Nations Security Council resolution

For several months, France has been condemning the outrageous deadlock at the Security Council. We must put an end to the Syrian regime’s intolerable violence against its own people, which has already cost more than 5,000 lives and is claiming dozens more victims every day. This situation was described in alarming fashion by the High Commissioner for Human Rights, Mrs Navi Pillay. It led to a strong mobilization by the Arab League, whose efforts must be supported by the Security Council on the eve of its meeting on Saturday.

France regards as a positive development Russia’s decision to acknowledge that the profound deterioration of the situation in Syria demands a Security Council resolution. She is ready to work with all her partners, but emphasizes that the Russian text contains points that are not acceptable in their current form. In particular, it is unacceptable to put the Syrian regime’s crackdown on the same level as the Syrian people’s resistance. Every day, thousands of people demonstrate peacefully and fall victim to a bloody crackdown.

The Security Council must condemn these crimes against humanity. It must express the international community’s determination to put an end to this savage crackdown. It must lend its support to the Arab League’s efforts. It must call for a credible political solution that recognizes the Syrian people’s legitimate aspirations.

France and her partners hope that a substantial resolution will be swiftly adopted. Each member of the Security Council must shoulder the responsibilities it faces. Following the resolutions recently adopted at the Human Rights Council and the United Nations General Assembly, which demonstrated the international community’s growing consensus on the Syrian crisis, the Security Council must finally act.
